I just read a very interesting article (18 pages) about the Finnish education system with a special focus on "inclusive education". It includes an historical overview, a review of OECD reports from PISA, and visions for an even better and more "inclusive" education system.
If you can't find a free example online, you can try the library services at your uni - they should have access to databases where you might be able to find this journal.
